Openchip is the Spain sovereign compute vehicle, founded in 2021 out of an initiative led by the Catalan engineering group GTD and the Barcelona Supercomputing Centre. It develops fabless processors and accelerators on the open RISC-V architecture for AI and HPC, outsourcing manufacture to specialist foundries, and positions on energy efficiency against the power consumption of data centre and supercomputing infrastructure. In June 2026 SETT invested EUR 115 million to accelerate chip design, coordinated with the Government of Catalonia existing shareholder stake to ensure local operational presence. On 2026-06-11 it licensed Baya Systems data-movement platform and NoC fabric for RISC-V multi-chiplet intelligent compute systems, which places it as a Baya customer alongside Tenstorrent and in the same European sovereign-silicon contest as SiPearl and Semidynamics. Deployment, production and commercial all score 1 because nothing is shipping. The open question is whether state capital at this scale produces silicon or a subsidised design house.
